Policies - Shoreline Management Plans Bootle to Seaforth SMP recommended policy "Hold the Line" The coastline consists of rock armour river walls that provide immediate protection to the Brocklebank to Gladstone and Royal Seaforth Docks. The defences are owned and maintained by the Mersey Docks and Harbour Company. The river bed shoreline is only exposed at low water:- its condition is stable.
