Crosby Coastal Park

Article by Bob Sutcliffe

The area of the Sefton Coast which has been identified to form Crosby Coastal Park extends from Waterloo to the mouth of The River Alt and includes The Marine Park area. In June 1996 Sefton Council agreed to pursue an improvement project for the Marine Park, which was a spur to a broader study of a potential Coastal Park, within which the redesign of the Marine Lake area and its building could be a major recreational element. A report was submitted to the Leisure Services Committee focusing on the issues which needed to be taken into account in considering the nature of these wider proposals.

Sefton Council's Coast and Countryside Management Service and Groundwork St Helens, Knowsley and Sefton have formed a new partnership to develop the feasibility study for the coastal park. This partnership has already been successful in developing a funding package for the initial study, including over £10,000 through Groundwork alone - its a good sign that further funding for improvements will be found in the future.

The feasibility study for the Coastal Park will assess the area's recreational potential and present an overall strategy: Crosby Coastal Park Strategy. Such a strategy will enable a plan to be drawn up for the sites future design and management, within the framework of the Sefton Coast Management Scheme.

The strategy will aim to:

  • act as a framework for the future in keeping with the aims and objectives of the Sefton Coast Management Plan
  • develop a partnership which embraces all interests in the area to ensure the delivery of the strategy.

Key objectives of the study are:

  • to undertake the feasibility study to assess all the opportunities and constraints for major landscape and recreational improvements within the Coastal Park.

    This will include:

  • Opportunities for all to be involved through consultation exercises, working groups and action days
  • An emphasis on the integration of Crosby Baths site and the existing Marine Park into the wider strategy
  • An investigation of the potential to link implementation of any proposals in the area to sustainable local employment opportunities in the environment.

  • to create a masterplan for the Coastal Park including the existing Marine Park and Crosby Baths site.
  • to produce a stage-by-stage work programme for the masterplan including any proposals for local employment
  • to produce a funding strategy After preliminary consultation with local groups and residents in June and August 1998, focus groups will now involve all those who responded and have a keen interest in the area. The groups will look at specific issues to ensure that the strategy for the park meets the needs of those living in and around the area.
